The head of the Center for Countering Disinformation at the National Security and Defense Council, Lieutenant Andriy Kovalenko, explained the key features of Russia's information strategy. According to him, Russian propaganda seeks to shift the blame for the war onto Ukraine and European countries, creating a false picture for the Western audience.

Propagandistic Russian media portray Putin as a peacemaker

Kovalenko noted that messages about the so-called 'peacemaking of Putin' are currently being actively promoted in the international space.

'In Russia itself, their propaganda is focused on something else — there is no peacemaking, but there is a narrative about restoring relations with the USA and solving Europe’s fate without Europe,' — explained the head of the Center.

Russia is actually not interested in security guarantees for Ukraine

The official emphasized that he sees no signs of the Russian side's readiness to cease the war today. This thesis is confirmed by the situation at the front, where the enemy's actions remain aggressive.

'They do not need Ukraine to have real security guarantees. Therefore, they want to dilute them with their own proposals. They also want to maintain the influence of their church and language as tools for further absorption of Ukraine by political or military means. This is their plan,' — Kovalenko emphasized.
The message from the head of the Center for Countering Disinformation at the National Security and Defense Council emphasizes how Russian propaganda tries to shift the responsibility for the war from Ukraine to other countries and create a false picture in the world community, spreading misleading information and altering the image of Putin as a peacemaker. At the same time, Russia shows no interest in providing real security guarantees to Ukraine, seeking to maintain its influence and using the church and language as tools for interfering in the country's internal affairs.
