According to Novyny.live: Ukraine is pushing forward with a housing management reform that will automatically establish a legal entity for apartment buildings lacking a condominium owners’ association (OSBB). This initiative aims to secure the surrounding land for residents and introduce stricter requirements for developers.

The era of 'ownerless apartment blocks' is ending as the government moves to automatically create co-owner associations for buildings without an OSBB. According to Nataliia Kozlovska,

“This involves a new legal entity that will be automatically set up for every apartment building… In effect, it will serve as the building’s 'official representative'.”
The goal is to simplify property management and ensure buildings are maintained efficiently.

Benefits of the New Approach

Additionally, the land under apartment buildings will be formally assigned to residents, giving them greater control over the surrounding area. OSBBs and the new associations will be classified as household consumers, which should improve utility services and reduce administrative hurdles.

The draft law also introduces fresh requirements for developers regarding utility connections. This is intended to guarantee reliable and high-quality services for residents of new buildings. Under current plans, digital registries will begin verifying property ownership rights in 2026, marking a significant step toward transparency and accountability in housing management.
