Ukraine Weighs a Four-Day Workweek: Will Salaries Stay the Same?.
Proposed Shift to a Four-Day Workweek in Ukraine
According to Мінфін — Крипто/Фінанси: A petition calling for a four-day workweek in Ukraine, without any reduction in pay, has been officially submitted and registered on the Cabinet of Ministers' website under number 41/010242-26ep. The proposal would restructure the standard work schedule, limiting the maximum working time to four days or 32 hours per week. This initiative aims to modernize labor practices in the country.
Under the plan, employees who adopt this new schedule would be guaranteed their full current salary. The proposal also emphasizes the importance of ensuring workers have adequate time for rest and recovery, which is expected to boost overall well-being and job satisfaction.
Key Amendments to the Labor Code
To move forward, the initiative calls for a mandatory state-run pilot project to identify which industries, public institutions, and private companies will test the new work model. The proposed changes to Ukraine's Labor Code include the following:
- Setting the maximum workweek at four days or 32 hours.
- Guaranteeing that workers retain their full salaries.
- Securing employees' right to sufficient rest and leisure time.
Anticipated benefits of this reform include lower costs for employers on office space, energy, and logistics. Additionally, reduced employee turnover and lower expenses for recruiting and training new staff are expected, which could have a positive impact on the national economy.
Beyond cost savings, the shift could help preserve Ukraine's human capital by making the country more attractive to live and work in. It may also boost domestic tourism, the service sector, culture, sports, and small-to-medium-sized businesses. This move aligns Ukraine with European standards for work-life balance, a key feature of modern labor relations. International trials in the United Kingdom, Ireland, Spain, and Iceland have shown no drop in productivity when similar initiatives were implemented.
Adopting a four-day workweek could mark a significant milestone in reforming labor relations in Ukraine, reflecting global trends aimed at improving workers' quality of life.
This initiative has the potential not only to enhance working conditions but also to stimulate economic growth by cutting business costs and raising the overall well-being of the population. Monitoring the outcomes of the pilot project will be crucial to assessing the effectiveness of this approach and its impact on productivity within the Ukrainian context.
