Who Gets Access? Ukraine Moves to Create a Central Registry of Bank Accounts.
Ukraine’s Plan for a Bank Account Registry
According to Novyny.live: Ukraine is moving forward with plans to establish a national registry of citizens’ bank accounts, following the introduction of draft law No. 14327 in parliament in late December 2025. The proposed system would grant law enforcement agencies access to data on individuals’ open accounts and personal bank safe-deposit boxes. Sponsors of the bill argue this will significantly improve the ability of authorities to investigate financial crimes and tax evasion.
Once operational, the Account Registry would allow the following bodies to retrieve information on citizens’ financial assets:
- State Tax Service,
- State Financial Monitoring Service,
- NABU (National Anti-Corruption Bureau of Ukraine),
- DBR (State Bureau of Investigation),
- SBU (Security Service of Ukraine),
- National Police,
- Prosecution authorities, as well as the enforcement service and private bailiffs
This marks a potential turning point in Ukraine’s efforts to crack down on financial wrongdoing and tax avoidance.
Alignment with European Financial Standards
It is worth noting that by March 2026, the Single Euro Payments Area (SEPA) will include more than thirty European nations, highlighting the strategic importance of Ukraine’s deeper integration into the European financial system. In this context, the creation of the bank account registry could serve as a key tool for ensuring transparency in financial transactions across the country.
The establishment of this registry has the potential to fundamentally reshape financial oversight in Ukraine. Greater transparency and alignment with European norms may help improve the investment climate and strengthen anti-corruption efforts. At the same time, successful implementation will require clear regulatory safeguards and strict adherence to citizens’ data privacy rights.
