U.S. Senators Draft 65-Page Sanctions Bill: Tariffs Up to 100% Target Key Russian Energy Buyers.
New Sanctions Bill Targets Russia
According to Espreso.tv: A newly proposed U.S. sanctions bill against Russia marks a major shift from earlier versions. The 65-page document focuses on five countries that purchase Russian energy: China, India, Slovakia, Azerbaijan, and Hungary. A key feature is that tariffs could range from 0% to 100%. However, nations importing less than 15% of their gas from Russia would be exempt from penalties.
Mandatory Sanctions and Legislative Changes
The bill mandates sanctions on Russia's energy sector, banking system, oligarchs, and even Vladimir Putin personally. In contrast, the previous version left such measures to the president's discretion.
Maria Ulyanovska noted, 'The new sanctions bill against Russia is substantially different from the earlier version.'
This legislation would shift sanction policy from executive orders to formal law. U.S. senators aim to pass the bill—originally introduced by the late Senator Lindsey Graham—before the August recess. On July 10, Graham stated there was an agreement with the White House on the new sanctions package, and on July 13, Donald Trump endorsed the bipartisan sanctions bill against Russia.
Overall, the new bill represents a significant step in tightening sanctions on Russia, with a particular emphasis on countries that continue to import Russian energy.
If enacted, this bill could fundamentally reshape U.S. sanctions policy toward Russia by establishing clear rules and restrictions for energy-importing nations. This may affect economic ties between the U.S. and countries still buying Russian energy resources, while reinforcing international unity against Russian aggression. The upcoming legislative process will determine how effectively these new sanctions address global energy security concerns.
