Ukraine’s Parliament Passes National Resistance Law: Key Changes for Citizens.
Overhaul of National Resistance Legislation
According to Novyny.live: On March 25, Ukraine’s Verkhovna Rada approved Draft Law No. 13347 with unanimous support from all 263 lawmakers present. This legislation revises the country’s framework for civilian preparation in national resistance, aiming to significantly boost military readiness across the population.
New Military Training Requirements
Under the updated rules, men must complete basic military training before they can enter public service. To facilitate this, the law mandates the establishment of specialized training centers responsible for organizing exercises, coordinating programs, and delivering hands-on instruction. Ukraine is introducing a multi-tiered training model with three levels:
- Level one: The school subject 'Defense of Ukraine' will be taught in secondary schools.
- Level two: Mandatory training components will be integrated into higher education institutions.
- Level three: Adult training will be conducted in dedicated specialized centers.
Both men and women will have access to these training programs.
Additionally, men are now required to complete military service to qualify for public service positions. A related proposal has been registered to prohibit deploying servicemen into combat for three months after they finish basic training. These measures are designed to strengthen national defense capabilities and prepare the population for resistance efforts.
This law’s passage highlights Ukraine’s growing focus on national security and defense capacity amid current challenges.

By involving broad segments of society in military training, the state can significantly enhance its readiness against potential threats. These changes also reflect the urgent need to build a conscious, well-prepared nation capable of defending its interests in difficult circumstances.
