Maksym Zhorin, deputy commander of the Third Army Corps, weighed in on the legislation. He noted that the compulsory military service obligation for state employees will not take effect until at least one year after martial law is lifted.

“As I understand it, this particular provision will only be applied no earlier than one year after the termination or cancellation of martial law,” said Maksym Zhorin.

The draft law also grants veterans priority access to government positions. Zhorin emphasized that this move signals genuine respect and gratitude from the state toward combatants.

“This will be a sign of real respect and gratitude from the state to those who fought,” he stated.

These changes could significantly reshape personnel policies in state institutions, addressing veterans’ needs while underscoring the importance of military readiness among civil servants. Given Ukraine’s ongoing security challenges, the training requirement aims to better equip public employees for crisis situations. Additionally, the new hiring preferences for veterans may help integrate former service members into civilian governance, preserving their military expertise within the public sector.
