Ukrainian Parliament’s Plenary Week

According to Слово і Діло — Інфографіка: From July 14 to July 16, 2026, Ukraine’s Verkhovna Rada wrapped up a plenary session, passing 6 resolutions and 7 legislative bills. Key decisions included the appointment of Serhiy Koretsky as the country’s new prime minister and an extension of martial law. This session marked a critical period for the government as it navigates ongoing national security challenges.

On July 16, 2026, a total of 289 lawmakers voted in favor of Serhiy Koretsky becoming prime minister. Alongside this, the Rada adopted six resolutions, one of which formalized the dismissal of Yulia Svyrydenko. The parliament also approved seven bills, including measures to prolong both martial law and mobilization efforts.

Approved Bills and Appointments

Among the passed bills were the following numbers:

  • No. 0340
  • No. 14067
  • No. 15255

However, the position of defense minister remains vacant following the resignation of Mykhailo Fedorov. In response, Yevhen Khmara was appointed acting defense minister on July 16, 2026. It is worth noting that, under Ukraine’s Law on National Security, only a civilian can hold the defense minister post.

Following the plenary week, the Verkhovna Rada has begun its summer recess, scheduled to last until August 18, 2026. These developments highlight significant shifts in Ukraine’s political landscape and the continued operation of state institutions under martial law.

The appointment of Serhiy Koretsky as prime minister underscores the need to stabilize the government amid an ongoing conflict and national security pressures.

At the same time, the extension of martial law signals the government’s continued focus on defending the country and marshaling resources to counter external threats. The planned summer break for the Rada may provide an opportunity to prepare new initiatives and strategies for addressing the challenges Ukraine faces.
