Starting from December 1, 2024, the rules for reserving soldiers in Ukraine will change in accordance with resolution No. 1332, approved by the Cabinet of Ministers.

New Categories for Reserving Soldiers

According to the resolution, soldiers who work as prosthesis-orthosis specialists, technicians-prosthetists, technologists, engineers in prosthetic engineering, and mechanics of orthopedic products will have the opportunity for conscription exemption.

However, they must work at least 50% of their working day over the past three months before the reservation.

The resolution also establishes that employees of critically important enterprises must receive a monthly salary during the period for which the deferment is granted.

Additional Categories for Reserving

Employees of enterprises that are considered critically important can be reserved if their salary exceeds 20,000 hryvnias (the minimum wage multiplied by a coefficient of 2.5). These employees must also be included in military accounting, have updated records, and not be wanted. Enterprises that take employees must not have tax debts.

The new rules provide for the possibility of reserving no more than 50% of employees from critically important enterprises who have no grounds for deferment, such as having multiple children or disabilities. However, the Minister of Defense has the right to increase this limit, which may create a risk of corruption abuses, as the procedure for making such decisions is not defined.

New Requirements for Enterprises

Enterprises that plan to reserve employees must meet new requirements. They have until the end of February 2025 to do so.

Once the criticality of the enterprise is recognized, its representatives must submit updated employee lists for reservation through the 'Diia' portal. Previous reservations remain valid until new lists are submitted.

Reservation through the 'Diia' Portal

The reservation of employees will be conducted electronically through the 'Diia' portal. The format of providing reservation status and its reflection in the system ensures promptness. However, only those companies that confirm their criticality according to the new rules after the resolution comes into effect will receive these services.

Let us remind you that Ukraine plans to mobilize 160,000 individuals from November to February. However, experts and officials doubt the attainability of this goal and claim that it is more realistic to expect a conscription of up to 100,000 individuals.
