Ukrainian Men Face $600 Fines Even with Deferment: Military Medical Check Still Mandatory.
Ukraine’s Nationwide Mobilization Rules
According to Novyny.live: Since the start of the full-scale invasion, Ukraine has maintained a general mobilization regime covering men aged 18 to 60, as well as women in certain professions. This policy requires all citizens to fulfill their military obligations. Importantly, holding a deferment does not exempt anyone from the mandatory military medical commission (MMC).
Every person liable for military service must undergo the MMC examination. Under martial law, the commission’s medical assessment remains valid for one year. Ignoring a summons for this medical check is treated as a violation of military registration rules, carrying a fine ranging from 17,000 to 25,500 hryvnias (roughly $415–$620).
Dmytro Strychenko emphasizes: 'Undergoing the military medical commission remains compulsory for all those liable for military service.'
This statement underscores how critical compliance is during wartime. While certain groups of citizens qualify for mobilization deferments, that status does not cancel the legal requirement to complete the medical examination.
Why Following the Rules Matters
Under the current mobilization framework, meeting all requirements—especially attending the MMC—is essential to avoid penalties and fulfill one’s duty to the state.
Ukraine’s general mobilization is a key component of national defense amid ongoing aggression. The mandatory military medical commission allows authorities to assess each citizen’s fitness for service. Adhering to military registration rules, including the MMC process, not only upholds the law but also helps maintain the readiness of Ukraine’s Armed Forces in countering external threats.
