New Legal Provisions for Mobilization Deferrals in Ukraine

According to Novyny.live: Ukrainian citizens eligible for a military service deferral can now submit their applications at Administrative Service Centers (ASCs), a significant change from the previous requirement to apply exclusively at Territorial Recruitment Centers (TRCs). This new procedure is designed to simplify access for those who qualify. Furthermore, certain deferrals can also be processed remotely via the 'Reserve+' mobile application, offering an additional digital channel.

Document Review Process and Timelines

The TRC commission is required to review submitted documents and make a decision within 7 days. If the commission needs to request information from other state bodies, this review period may be extended to a maximum of 14 days. As Vladyslav Derii, a representative, explained:

'If the commission makes a positive decision, information about the deferral should appear in the 'Reserve+' app.' Vladyslav Derii

This provides citizens with a straightforward way to verify their deferral status online. These reforms are part of broader efforts to streamline military administration during wartime, reducing bureaucratic burdens on citizens.

If the commission denies the application, a notification will be sent to the applicant's email. A lack of communication regarding the commission's decision could indicate several scenarios:

  • The commission has not reviewed the application within the legally mandated timeframe.
  • The commission reviewed and rejected the application, but the notification was not sent.
  • The deferral was granted, but the information was not entered into the registry.

The overarching goal of these changes is to make the deferral process more transparent and accessible for Ukrainian citizens, thereby strengthening their legal protections during mobilization. By allowing applications through the widespread ASC network and enabling remote processing, the government is emphasizing the digitalization of administrative services.
