Post-War Election Procedures

According to Novyny.live: Ukrainian soldiers will be permitted to vote in post-war elections by presenting military identification documents instead of a standard passport. This change was announced by Member of Parliament Roman Lozynskyi. The relevant amendments were discussed during a meeting of the Working Group on Election Issues held on February 17.

New Voting Rules for Military Personnel

Under the new regulations, service members will be able to receive ballots without a passport if they can provide their military service record or official service ID. Roman Lozynskyi stated:

"To receive a ballot, individuals performing military service who are included in the voter list on election day or on the day of a repeat vote, as well as service members voting without leaving their duty station, may present a military service record or official service ID if they lack other documents." - Roman Lozynskyi

This initiative is part of broader legislative efforts to adapt Ukraine's electoral laws to the realities of wartime and its aftermath. Previously, First Deputy Chairman of the Verkhovna Rada Oleksandr Korniienko reported on the appearance of a draft law regulating the conduct of elections. Parliamentary committee member Fedir Venislavskyi also commented that elections are currently planned for May 2026.

In general, the following documents will be accepted for voting:

  • Ukrainian citizen's passport
  • Temporary Ukrainian citizen's identification
  • Foreign passport
  • Ukrainian diplomatic passport
  • Ukrainian service passport

This will ensure the ability of citizens performing military duties to participate in elections.

The introduction of voting via military documents is a significant step to guarantee the participation of service members in the electoral process, especially considering the country's unique circumstances. These changes may encourage greater military turnout, underscoring their role in the democratic process. It is anticipated that the adoption of this draft law will increase military participation in voting, which could influence future election outcomes.
