Developing a Framework for Ukrainian Elections
According to TSN.ua: Ukraine is moving forward with the creation of a legal framework to govern the conduct of elections during and after the ongoing war. First Deputy Chairman of the Verkhovna Rada, Oleksandr Korniienko, confirmed the initiative. He reported that a dedicated working group has held 32 meetings in the past month alone, demonstrating intensive efforts to prepare the necessary groundwork.
The group's next session is scheduled for February 17. Korniienko stressed the urgency of producing tangible outcomes, stating:
"It is time to move toward concrete results to avoid accusations of dragging out the process" - Oleksandr Korniienko.
He clarified, however, that the situation does not demand immediate elections, remarking: "No one there is rushing to hold elections tomorrow, absolutely not."
Prerequisites for Holding Elections
According to the information, elections can only be considered after a ceasefire is in place and security guarantees are obtained. Korniienko emphasized that President Volodymyr Zelenskyy currently has no intention of calling elections for February 24. This indicates the electoral question remains open, requiring thorough deliberation given the country's current circumstances.
Consequently, work on the document regulating wartime and post-war elections continues, with the next steps to be determined during the group's upcoming meetings.
Formulating this legal framework is a crucial step for Ukraine, as it establishes the basis for democratic processes under exceptionally difficult conditions. The issue is particularly sensitive, balancing democratic norms with the realities of national survival during a large-scale invasion.
