July 2025: Civilian casualties in Ukraine reach three-year high – UN data.
In July 2025, the number of civilian deaths and injuries in Ukraine reached the highest level since May 2022. Over the month, 286 civilians were killed and another 1,388 were injured due to Russian shelling. Casualties were recorded in 18 out of 24 regions of the country, and the figures for July exceeded those for June.
This was reported by the UN Human Rights Monitoring Mission in Ukraine (HRMMU) in a new report released on August 13.
The head of the HRMMU, Danielle Bell, emphasized that this is the second consecutive month in which a three-year maximum of civilian casualties is observed. Only in the first three months following the onset of Russia's full-scale invasion were there more deaths and injuries than in the last month,' said Danielle Bell.
About 40% of the casualties were caused by long-range weapons, including missiles and loitering munitions. The most significant episode occurred on July 31 in Kyiv, when a missile struck an apartment building: 31 people died, including five children, while another 171 were injured.
The report from the UN Human Rights Monitoring Mission in Ukraine indicates that the situation for civilians in Ukraine is becoming increasingly alarming, with rising casualties. Russian shelling and attacks led to a tragic outcome in July 2025, resulting in hundreds of civilian deaths, including children. The situation in Eastern Ukraine remains extremely tense, indicating the urgent need for international action to protect civilians.
