According to Novyny.live: Starting April 1, 2026, Ukraine is rolling out a digital overhaul of its mobilization system, including a streamlined process for obtaining deferments. This reform aims to simplify the steps for those eligible for exemptions, such as people with disabilities, students, and parents with multiple children. The new system is designed to reduce bureaucracy and make the process more accessible.
Deferments will now be granted automatically through the 'Reserv+' online service, making the application process much easier. To obtain a deferment, individuals need to follow just three simple steps:
- First, submit a request within the dedicated app.
- Next, the system checks the relevant government databases.
- Finally, the status updates to 'Deferment granted.'
A key change is that people no longer have to file repeated paper applications at territorial recruitment centers or visit administrative service centers. This eliminates a major source of delays and inconvenience.
Digital Draft Notices and Their Impact
In addition, electronic draft notices will take effect on April 1, 2026, further streamlining communication between state agencies and citizens regarding mobilization. These updates are intended to boost the efficiency of the mobilization process and improve convenience for those entitled to a deferment.
