Starting from January 1, 2026, Ukraine will introduce a unified social assistance system: what will change

According to inkorr.com: Starting from January 1, 2026, a unified social assistance system for low-income families will begin operating in Ukraine, which has been approved by the government. This was announced by MP Oleksiy Honcharenko.

The relevant draft law has been approved by the government, said MP Oleksiy Honcharenko.

This new system stipulates that the basic social assistance will replace several existing types of support (for the low-income, single mothers, large families, persons with disabilities, etc.). The amount of assistance will depend directly on the family's income, but will not be lower than the subsistence minimum.

Planned changes

In addition, the following innovations will be implemented:

  • assistance will be provided on a targeted basis;
  • the application process will be simplified and moved to a digital format through Diia and CNAPs;
  • the administration of payments will be carried out by a separate body.

Oleksiy Honcharenko noted that the new assistance system will eliminate various and fragmented payments, and the total amount of assistance for vulnerable groups will be increased. This should streamline bureaucracy and expedite the process of receiving financial assistance.

The draft law on the implementation of the new system will be sent to the Verkhovna Rada for further consideration. It is also worth noting that recently it was announced about the increase of the minimum wage in Ukraine for the first time since 2024.

This news reflects important changes in the social assistance system that may significantly impact the lives of low-income families in Ukraine. The introduction of a unified system aims to simplify the process of receiving assistance and ensure its targeting, which will undoubtedly be a positive step towards increasing social justice. Time will show the results of these reforms and their potential impact on the socio-economic situation in the country.
