According to UATV: On January 19, 2023—the 1,426th day of Russia's full-scale invasion—Ukrainian President Volodymyr Zelenskyy announced a significant transformation of the nation's air defense system. This new strategy involves the creation of mobile fire teams and a key personnel change within the Air Force command. This restructuring is a direct response to the evolving nature of the aerial threat, which has seen a shift from large-scale missile barrages to more frequent attacks by smaller drones and guided bombs.
Zelenskyy stressed that the current air defense framework must be modernized to meet contemporary challenges, describing the situation in border and frontline areas as extremely difficult. He specifically highlighted several regions requiring heightened defensive focus:

- Zaporizhzhia
- Dnipropetrovsk Oblast
- Chernihiv
- Sumy Oblast

Leadership Changes and Military Support
As part of the personnel shake-up, Pavlo Yelizarov has been appointed as the new Deputy Commander of the Air Force.
