Zelenskyy's statement coincided with the Kyiv City Council's approval of a major three-year energy resilience plan, which passed with 92 deputies voting in favor.

The ambitious plan is valued at over 60 billion hryvnias (approximately $1.5 billion). Zelenskyy highlighted Kubrakov's extensive experience in reconstruction, suggesting he could be a key figure in effectively implementing the strategy to restore the capital's energy infrastructure.

“This is a challenge in any case,” Zelenskyy noted.

By potentially bringing in seasoned experts like Kubrakov, the Kyiv City Council is taking a significant step toward bolstering the capital's energy security. Maksym Bakhmatov, head of the Desnianskyi District State Administration, may also be involved in the plan's execution, though the specifics of his role have not yet been disclosed.
