President of Ukraine Volodymyr Zelensky presented the Plan for Internal Resilience of Ukraine in the Verkhovna Rada. The document consists of ten key areas for the development of the state.

The foundation of the plan is unity – both internal and international. The President emphasized that elections will take place only after Ukraine's victory.

In the military sphere, the reform of the management system is envisaged without lowering the mobilization age. It is planned to introduce the position of military ombudsman and a new system of contracts for citizens who have not reached the mobilization age.

Significant attention is paid to the development of the defense industry. According to the President, by 2025 Ukraine plans to produce at least 30,000 long-range drones and three thousand cruise missiles.

The plan also covers issues of energy security, economic resilience, and the modernization of shelters. The establishment of a new Ministry of Reintegration of Ukraine and the introduction of a multiple citizenship institute is envisaged.

In the cultural sphere, the establishment of a 'Cultural Ramstein' and the development of Ukrainian studies at foreign universities are planned.

Some provisions of the plan, particularly in the areas of energy and finance, contain closed annexes due to their strategic importance.

A detailed overview of key provisions:

UNITY The President refuted rumors about holding elections during martial law, emphasizing their unconstitutionality. 'First a just peace - then just elections,' he stressed. The plan provides for the active involvement of civil society, business, and experts in its further development.

FRONT A significant reform of the management system is planned in the military sphere. The Military Ombudsman Institute will be created and a new contract system for citizens of conscription age will be developed. Information about lowering the mobilization age has also been refuted.

WEAPON Ambitious plans for military production have been announced in the armaments sphere. Next year, Ukraine plans to produce at least 30,000 long-range drones. An increase in direct funding for brigades is envisaged. This year, the production of 2.5 million ammunition has already been achieved. The task is set to produce 3,000 cruise missiles. The creation of a Technological Headquarters is planned.

FINANCIAL POLICY In the financial sector, the main focus will be on strengthening localization of production and implementing military risk insurance. Deregulation of the economy, reducing GDP redistribution, improving business protection, and stimulating the de-shadowing of the economy are planned.

ENERGY By the end of 2024, the development of resilience passports for regions is planned, and in the following year – the creation of generation passports. The development of nuclear generation is defined as a priority area.

SECURITY In the field of security, updating shelter standards and mandatory installation of metal detectors in state institutions are planned. Special attention will be paid to strengthening the protection of the state border.

COMMUNITIES Special tax conditions and additional support measures are envisaged for frontline areas.

HUMAN CAPITAL As part of human capital development, the introduction of the National Barrier-Free Standard is planned. The completion of the UOC MP's activities, the introduction of multiple citizenship, and reforming the diplomatic service are also announced. The establishment of the Ministry of Reintegration of Ukraine is planned.

CULTURAL SOVEREIGNTY In the cultural sphere, the establishment of a 'Cultural Ramstein' and the promotion of the creation of chairs of Ukrainian studies at foreign universities are planned.

HEROES' POLICY Particular attention is paid to supporting veterans. The program envisages their priority employment in public service and the establishment of rehabilitation departments in each community by 2025. Family doctors will receive additional payments for working with veterans. The introduction of 11,000 positions for veteran support specialists, the creation of 80 veteran spaces, and housing provision are planned.
