Former captive military personnel will receive financial assistance

In connection with the large-scale aggression of Russia against Ukraine, some Ukrainian servicemen were taken captive. The Ministry of Reintegration of Temporarily Occupied Territories of Ukraine reported what rights former prisoners have and the financial assistance they are entitled to.

Military personnel released from captivity have the right to demobilization and financial support. A one-Time assistance of 100,000 hryvnias is provided, as well as annual state assistance, which amounts to 100,000 hryvnias for each year spent in captivity.

For assistance to be provided, a special Commission, which includes representatives from state institutions and relevant public organizations, first confirms the fact of captivity. Following this, monetary assistance is disbursed.

It is important to note that annual payments are intended for both former prisoners and the family members of those still in captivity.

Exchange of prisoners of war

To obtain a certificate of captivity, an application must be filed. This can be done by citizens of Ukraine, foreigners, legal representatives, or family members. The application can be submitted to:

  • The Ministry of Defense of Ukraine,
  • central executive authorities managing military formations,
  • law enforcement agencies,
  • commanders of units of the Armed Forces of Ukraine and other relevant bodies.

The application can be made in a free form but must include the military rank (if available), surname, first name and patronymic, contact details, and the name of the military formation in which the person was at the time of captivity.

To arrange payments and receive a certificate of captivity, the following documents must be submitted:

  • Passport of a citizen of Ukraine or another identity document
  • Identification code
  • Military ID (for military personnel)
  • Certificate of direct participation in the anti-terrorist operation, ensuring its conduct and protecting the independence, sovereignty, and territorial integrity of Ukraine (if available)
  • Documents confirming the fact of captivity (if available)
  • Bank details for transferring funds
  • Photo size 3x4 cm

When documents are submitted by a representative or family member, the following are additionally provided:

  • document proving the identity of the representative
  • document confirming the authority of the representative (power of attorney, court decision, etc.)
