The Kherson city authorities have started the construction of two underground schools, allocating 185 million UAH for this project. However, there is growing concern among locals who consider this step inappropriate and dangerous.

Bihus.Info revealed that the tender for the construction of the first underground school worth 95 million UAH was won by the company 'Alsvit Plus'. In the spring of 2024, the head of the company became Oleksandr Potelezko from Kharkiv, who in 2016 had an administrative offense related to service while in a state of intoxication.

Journalists note that the materials regarding Potelezko were sent to the court by the military prosecutor of the Luhansk garrison. At the same Time, the military prosecutor of this garrison at that time was Roman Mrochko, the current head of the Kherson city military administration. The head of the MVA stated that he has no personal connections with Potelezko and met him only once at the prosecutor's office.

Bihus.Info notes that one contract for the construction of an underground school for 90 million UAH was received by the company 'Budpostach STSV'. This firm is engaged in the repair of shelters in the city.

Among the co-owners of 'Budpostach STSV' are Oleksandr Novokhatskyi and Oleksandr Zahoskin, who studied together at the Ivano-Frankivsk National Technical University of Oil and Gas. Also working there was a scientist and energy expert Oleksandr Susak, who is currently receiving contracts for shelter repairs in Kherson and is a partner of Zahoskin in another company.

'By a strange coincidence, the current deputy head of the city military administration Serhii Orekhov also studied at this same university at the same time that Susak was actively engaged in scientific activities. Their specializations are also similar – Orekhov studied in the specialty 'Gas and Oil Pipelines and Gas and Oil Storage', while Susak was at that time completing his laboratory practice on 'Gas Pipeline Transport' – states the investigation.

However, on September 30, local residents organized a rally where they opposed the construction of an underground school. They fear that this will lead to more frequent shelling of their homes by Russia. Locals also do not find it appropriate to build new facilities in a combat zone. This is reported by the 'Most' publication.

Suspicious contractor selection

In the process of constructing underground schools in Kherson, contracts amounting to 95 and 90 million UAH were allocated to the companies 'Alsvit Plus' and 'Budpostach STSV'. However, suspicions arose regarding the selection of these contractors, as among the co-owners of these companies were found individuals with suspicious connections and ties to local authorities.

It should be noted that by the end of 2024, it is planned to construct 10 underground schools in the Zaporizhzhia region. The head of the Zaporizhzhia OVA Ivan Fedorov reported that five of them have already started construction.

By the way, the construction of the first underground school in Kharkiv has been completed, and final preparations are now underway before the start of classes. The educational institution has 20 classrooms and is designed to accommodate 900 students in two shifts. This year, 600 students will attend, and enrollment for the next school year has already been completed.
