According to ТСН: In Ukraine, approximately 30,000 individuals are mobilized monthly, but not all of them are designated for combat positions in the army.

Reasons for the Unequal Distribution of Mobilized Individuals

Taras Chmut, director of the charity fund for the army 'Transform Your Life', mentioned several reasons for this situation in his conversation. During the training phase, some mobilized individuals submit documents that confirm their unfitness for service.

“For example, he has five children. He said this in the TCK, and no one listened. He said this at the VLK, and no one listened; he said this at the distribution center, and they replied: You come to the 'school', where you will clarify this. He arrived, the wife sent the documents - yes, here are five children, please send me home,” Chmut gave as an example.

The expert also noted that many mobilized individuals decide to leave the unit for various reasons on their own.

Some mobilized individuals have chronic illnesses or other issues that make them unfit for service.

“But in this case - the mobilization plan, one out of these 30,000 for TCK and SP, they fulfilled. And they can simply not be picked up from the training centers for months or even years - they are simply of no use to anyone,” Chmut noted.

Moreover, there is a category of people who receive medical certificates about health issues and try to avoid service through long treatments.

“They enter the medical system of the armed forces, where they are treated for months and sometimes years. People who have neglected their health for many decades are mobilized - and then continue for treatment,” he said.

Chmut emphasized that all these categories of mobilized individuals pose a significant burden on military services, financial systems, and accounting. According to him, state expenditures for such individuals can amount to up to ten billion Hryvnias per year.

“At the same time, the combat capability of military units is neither strengthened nor weakened. These people stand outside this process. That is, out of 30,000 mobilized individuals, for example, 20,000 could come to the brigades. Of these 20,000, a huge number are limited fit, who cannot take combat posts or positions,” he summarized.

Previously, people's deputy Roman Kostenko explained that the situation regarding avoidance of mobilization in Ukraine is critical and about 80% of the mobilized individuals flee from training facilities. Over time, the number of those who evade could equal the number of the active army.

These conclusions indicate problems with the quality of training of mobilized individuals and their actual integration into combat actions. The situation requires government attention to address issues related to evasion and the effectiveness of the mobilization process.
