Mobilization Complaints Hit Record High: Ukraine’s Ombudsman Flags Systemic Failure.
Surge in Human Rights Violation Reports During Mobilization
According to Espreso.tv: Dmytro Lubinets, the Ukrainian Parliament Commissioner for Human Rights, has reported a dramatic increase in citizen complaints regarding rights violations during mobilization efforts. According to him, only 18 complaints were filed in 2022, but that number skyrocketed to over 6,000 in 2025. This represents a 333-fold rise in just three years, pointing to a deep-rooted systemic issue.
Examples of Rights Violations Against Citizens
Lubinets provided specific cases of abuse. For instance, on June 3, a man suffering from diabetes, hypertension, obesity, and psoriasis was mobilized by the Chortkiv Territorial Recruitment Center. Just three days later, on June 6, he was hospitalized due to a hypertensive crisis. The military medical commission had declared him 'completely healthy.' Another case involved the mobilization of a man with stage three HIV, syphilis, viral hepatitis B and C, and purulent sepsis.
'We are seeing a systemic problem,' Dmytro Lubinets stated.
Lubinets emphasized that the situation is now evolving. He added that 'based on our documents, dozens of criminal proceedings have been opened.' He also noted that 'we publicly show about 1% of what we find,' highlighting the scale of the problem.
This sharp increase in complaints underscores serious human rights violations within Ukraine’s mobilization framework, a concern that is becoming increasingly pressing for society. The ombudsman’s response and the initiation of criminal cases may signal the beginning of legislative and procedural reforms, potentially strengthening the protection of citizens’ rights amid the challenges of war.
