According to Novyny.live: During a press conference on July 1, Dmytro Lubinets, the Ukrainian Parliament Commissioner for Human Rights, stressed that housing is essential for encouraging Ukrainians abroad to return. Without dedicated funding for housing programs, he argued, many citizens will remain unwilling to come back to Ukraine.

The ombudsman proposed introducing low-interest loans in the national currency to make home reconstruction more affordable. He noted:
