Ukraine’s Hidden Asset Declarations

According to Мінфін — Крипто/Фінанси: Between 2015 and 2026, a total of 99,000 public officials and civil servants concealed 445,500 financial declarations. As of July 2026, records show 99,087 declarants failed to report 445,536 declarations in their filings.

Breakdown of the Hidden Declarations

Which years were most affected? One in five hidden declarations—94,968 in total—dates back to 2016. Another significant portion, 72,068 declarations, is tied to 2020.

Among those who concealed their declarations, the largest group is Ukrainian Armed Forces personnel, with 50,200 individuals. Additionally, 16,400 declarants work for the National Police, while 2,500 come from city councils and the State Emergency Service. Another 1,300 declarants are affiliated with the State Tax Service.

This situation raises serious concerns because hiding declarations undermines transparency and accountability in public administration. As a result, the public expects more decisive action from state authorities to address this issue.

Hidden declarations pose a major challenge to Ukraine’s system of governance.

When officials fail to disclose their financial reports, it can lead to abuse of power, corruption, and erode public trust in state institutions. In light of this, stronger oversight of declaration compliance is needed, along with measures to punish those who break the law.
