According to Мінфін — Крипто/Фінанси: On July 23, 2023, European Union member states gave the green light to a 21st round of sanctions against Russia in response to its ongoing war in Ukraine. This milestone came after a stretch of tough negotiations—previous attempts to reach consensus on July 13 and 15 had fallen through. The draft of this package was first unveiled on June 9, 2023, but final approval required additional time for deliberation among EU nations.
Core Elements of the New Sanctions Package
The latest sanctions introduce several key restrictions, including:
- measures targeting Russia's so-called 'shadow fleet';
- limitations on the energy and financial sectors;
- a ban on exporting technologies used by Russia's military-industrial complex;
- actions against third-country companies that help Moscow evade sanctions;
- restrictions on Russian fishing activities;
- a ban on EU entry for anyone who served in the Russian armed forces after the war began.
Notably, the price cap on Russian oil was extended through July 23, 2023. However, because no new decision was reached, the existing ceiling automatically rose. Estonian Prime Minister Kaja Kallas pointed out that
“adopting new sanctions packages is becoming increasingly difficult,”highlighting the growing challenges the EU faces in maintaining its sanctions policy against Russia.
