According to Мінфін — Крипто/Фінанси: As part of its agreement with the International Monetary Fund (IMF), Ukraine has pledged to implement reforms targeting money laundering and terrorist financing (AML/CFT), as outlined in the Memorandum of Economic and Financial Policies. These commitments focus on enhancing economic transparency and reinforcing financial oversight mechanisms.

Specifically, the National Bank of Ukraine (NBU) has committed to adopting a risk-based approach when screening politically exposed persons. This shift means that inspections will prioritize higher-risk categories, allowing authorities to allocate resources more effectively toward detecting and preventing financial crimes.

Overhaul of Financial Monitoring Systems

The Ukrainian government has also promised to reform how ultimate business ownership is disclosed. This is a critical step against corruption and money laundering, as it enables more precise tracking of financial flows and their origins.

The State Financial Monitoring Service (SFMS) has undergone an assessment to measure its compliance with international standards set by the Financial Action Task Force (FATF). The evaluation revealed certain gaps that need to be addressed. The government has pledged to develop an action plan to close these gaps by the end of March 2026.

Olha Vasylevska-Smahliuk emphasized: 'By the end of March 2026, the government must prepare an action plan to remedy the deficiencies identified in this assessment.'
