According to ТСН: Videos demonstrating operations conducted in the first two weeks of November were published on its page. This is part of the large-scale work of the Bureau of Economic Security (BEB) in combating the denormalization of excise markets.
Operations across the country: from underground gas stations to cigarette factories
In just 14 days, detectives and analysts of the BEB identified and stopped several illegal schemes in various regions of Ukraine.

- Kyiv — production of counterfeit beverages has been halted. 13,900 liters of alcohol and 1,800 liters of spirits were seized.
- Poltava — a group produced e-liquid for vapes without a license and sold it throughout Ukraine via mail and Telegram. Turnover exceeded 2 million UAH per quarter, and suspicions have already been presented.
- Kyiv, Vinnytsia, Transcarpathia, and Lviv regions — a large scheme for the production of counterfeit e-cigarettes and flavored liquids was revealed. 11 searches were conducted, industrial lines, 70 boxes of products, and 'black' accounting were seized. The value of the seized goods amounted to over 10 million UAH. One of the workshops operated in Vinnytsia region.
- Chernivtsi / Poltava region — a shadow tobacco factory: 14 participants of the group, two industrial lines, 38 tons of tobacco, and 240 thousand packs of cigarettes. The value of the seized goods is approximately 47 million UAH.
- Odesa region — a fuel company underpaid 4.7 million UAH in taxes by underreporting income. After the investigation, the losses were fully compensated, and the case is in court.
This is just part of the information about the activities of the BEB for the first half of November in the area of excise goods.
“We are not chasing numbers – we are changing the rules of the game”
In a comment to the video, a BEB representative stated that the institution does not engage in 'impressive reports' and does not adapt its work to conditional anniversaries:
“We are not chasing numbers – we are working on changing the rules of the game. We do not adjust the future to the past and do not engage in preserving the old for the sake of quick results,” he wrote.
Reloading of BEB continues in parallel with operational work
The director of the Bureau of Economic Security emphasized that along with the daily work of detectives, systemic reform of the institution is ongoing.
- attestation and personnel commissions have been launched,
- a disciplinary commission is working,
- priorities and investigation methods are being updated,
- staff composition and work philosophy are changing.
The main priorities of the BEB remain unchanged: denormalization, elimination of criminal schemes, prevention of budget losses, and bringing real beneficiaries to justice.
