Kyrylo Budanov, the former head of the Main Intelligence Directorate and current head of the President's Office, has argued for the need to regulate Telegram's operations.

Kyrylo Budanov had already proposed limiting Telegram's functionality back in 2024. He noted that the issue of regulating the messenger has become especially urgent in light of recent events.

"It's not about blocking it outright, but rather, let's say, imposing some order and reducing its speed, so that Telegram functions as the messenger it was meant to be,"

"I am not against messengers, not even against Telegram channels, but, excuse me, register your channel, show who is behind it, and be accountable for the content you post,"

President Volodymyr Zelenskyy also commented on the situation, stating that the perpetrators of the attack were recruited via Telegram. This revelation has provided further impetus for discussions about potentially restricting the platform. Iryna Vereshchuk, Deputy Head of the President's Office, has similarly voiced support for blocking Telegram.
