- Being registered as an Internally Displaced Person (IDP) within the last six months;

- Not having received cash assistance from UNHCR in the last three months;
- Having a monthly income below 6,318 hryvnias per person.
Additional vulnerability criteria are:
- A single parent with children or elderly dependents;
- A household headed by a single elderly person;
- The presence of individuals with special needs or disabilities.

Applicants must bring the following documents for registration:
- Personal identification document;
- Tax identification number (ID code);
- IDP certificate (if applicable);
- Children's birth certificates;
- Bank account details;
- Certificates confirming vulnerable status;
- A personal phone number.
