According to Espreso.tv: In a recent episode of the program 'Po Zhyvomu,' a woman named Olha voiced serious concerns about the barriers facing internally displaced persons (IDPs) in Ukraine who are trying to access subsidized mortgage programs. According to her, the core issue is the deep uncertainty about the future, which makes long-term planning nearly impossible for most people. Many IDPs struggling with planning also face unstable incomes, as they often work in project-based or part-time roles.

A critical point is that many displaced individuals lack documented 'white' income, making it extremely difficult to qualify for financing. Olha emphasized that

“for today’s Ukrainian, the planning horizon, even for 10 to 15 years, stretches to a maximum of one year”
. She further noted that
“the lack of savings, stability, steady work, and security completely undermines these programs as a powerful tool”
. After years of displacement, many IDPs have exhausted their savings, further worsening their financial situation.

The Need for Support and Adaptation

The difficulties IDPs face with subsidized mortgages highlight the urgent need for government programs to be adapted to the real-life conditions of displaced people. Stable income and financial security are essential for successfully obtaining housing loans, so the state should focus on creating conditions that provide these opportunities. Targeted changes could significantly improve the situation for IDPs and their ability to integrate into new communities.
