Ceasefire hinges on one condition, says Budanov, as POW swap preparations advance.
Security Architecture Forum debates path to de-escalation
According to Espreso.tv: At the international 'Security Architecture' forum, discussions are underway about potential pathways to halt hostilities between Ukraine and Russia, alongside preparations for a prisoner exchange. Kyrylo Budanov confirmed that negotiations are ongoing, stating:
“I am confident that our capabilities are sufficient to attempt achieving this and making it a reality.”
A US delegation is set to visit Kyiv, a move that could accelerate the negotiation process. A prisoner swap involving 1,000 individuals on each side is anticipated, though Budanov noted that
“the issue of exchanging civilians”presents greater complexity. He also emphasized that 'there are now real signs that the groundwork for a ceasefire already exists.'
The civilian dimension
According to available data, the number of Ukrainian civilians held in Russia exceeds the number of Russian civilians in Ukraine. Threats from Russian weaponry remain significant, including:
- Iskander missiles
- S-400 air defense systems
- cruise missiles
- drones
Budanov also remarked:
“Despite the abundance of these weapons, Russia will not succeed in breaking the Ukrainians,”and referred to the 'Oreshnik' system as primarily a demonstrative tool.
The ongoing 'Security Architecture' forum underscores the critical role of diplomatic efforts amid the Ukraine-Russia war. While negotiations and a potential prisoner exchange signal attempts to reduce frontline tensions, unresolved issues regarding civilians remain a sticking point. The arrival of the American delegation could serve as a catalyst for further progress in talks, potentially reshaping the regional dynamics.
