According to UATV: In an interview with RBC-Ukraine, Kyrylo Budanov, head of Ukraine's Presidential Office, condemned the targeting of civilian infrastructure, including hospitals, maternity wards, and historic cultural sites. He stressed that the killing of civilians, particularly children, is an unacceptable breach of international norms. These remarks come amid ongoing international efforts to document potential war crimes in the conflict.

Budanov stated that the extreme brutality of the war does not excuse attacks on the defenseless.

“Despite the inherent cruelty of war, I cannot comprehend who, under any circumstances, could take up arms against a child or an elderly person who is physically incapable of resistance,”
he said.

Protecting Non-Combatants During Conflict

The Presidential Office chief also emphasized that adherence to established rules is essential during any future peace negotiations. He argued this is a fundamental prerequisite for ensuring civilian protection and preserving humanitarian principles throughout the conflict.
