Authorities urge people to stay home, many schools are closed, and Hong Kong International Airport forecasts significant flight disruptions until Thursday.
Officials warn that this typhoon could become one of the most destructive in the city's history.
According to reports, over 500 flights of Cathay Pacific Airlines have been canceled.
Tens of millions of people could be affected by the tropical cyclone, as businesses and educational institutions are closing in ten cities in southern China.
Panicked shoppers have left shelves in supermarkets nearly empty as people fear stores might close for two days.
Businesses in southern China have also shut down, and owners are fortifying their shops with sandbags against severe damage.
According to the Hong Kong meteorological service, the typhoon will maintain winds of 137 miles per hour near its center as it moves west across the South China Sea.
Experts believe its strength will remain as it approaches the Guangdong coast before hitting Hong Kong, mainland China, and Taiwan.
At 14:20 local time on Tuesday, the Hong Kong meteorological service issued a T8 warning, the third most severe.
Thousands rushed home after the T8 signal was announced while buses confirmed reduced services later today.
Destruction from Raghasa has already begun: uprooted trees and torn roofs in northern Philippines.
At least two people have died following landslides, as thousands sought shelter in schools and evacuation centers during the typhoon's strike.
During the night, at least six people were injured, and more than 100 international flights have been canceled in Taiwan.
“Typhoon Raghasa has a vast circulation and fierce winds,” the meteorological service reported.
“Weather conditions are expected to deteriorate rapidly later today, with winds quickly intensifying.”
“There is a significant likelihood of a storm surge that could elevate water levels by up to four meters by Wednesday morning.”
Eric Chan, Secretary for Administration of Hong Kong, stated that the typhoon “poses a serious threat” to the region, comparing it to two devastating typhoons in 2017 and 2018.
Typhoon Raghasa, named from the Filipino word for 'swift movement', will hit the central and western coasts of Guangdong within 24 hours.
In Guangdong province, cities such as Chaozhou, Zhuhai, Dongguan, and Foshan have also taken precautions.
Student Lilly Robert reported that her plans to return to Japan changed due to a flight delay.
“We had to book a new hotel here, which also cost us quite a bit, so we are really frustrated,”said the 24-year-old at Hong Kong airport on Tuesday morning.

The situation with Typhoon Raghasa raises major concerns in the region, as the potential scale of destruction could be catastrophic. Authorities continue to work on ensuring the safety of citizens, organizing evacuations, and providing necessary resources to cope with disaster aftermath. Continuous monitoring of the situation is ongoing, and meteorological services promptly inform about changes in weather forecasts, while the public is urged to follow the authorities' instructions.
It is also important to note that typhoons are a common phenomenon for this region, but the proximity and strength of Raghasa pose a serious threat to residents. Everyone must be cautious and prepare for potential consequences, as the safety of people should always be a priority.
