The OP and the authorities have kept the citizenship of the sanctioned entrepreneurs Mindich and Tsukerman secret.
According to ТСН: The Presidential Office and the relevant authorities have kept information about the Ukrainian citizenship of the entrepreneurs Timur Mindich and Alexander Tsukerman, who are under sanctions, confidential. In Bankova, they refer to the confidentiality of the data, despite the status of these individuals.
Journalists have sent a request asking whether the Presidential Office or the Citizenship Commission received inquiries from the state migration service or the security service regarding the revocation or loss of citizenship of Mindich and Tsukerman. They also inquired whether there is a presidential decree regarding the termination of their citizenship.
“The information you requested contains confidential information about other individuals. The documents of the inquiry do not contain information regarding the consent of other individuals for the dissemination of information about them... It is prohibited to collect, store, use, and disseminate confidential information about a person without their consent, except in cases defined by law and only in the interest of national security, economic prosperity, and human rights (Article 32 of the Constitution),” replied the head of the department for citizen issues and access to public information of the Presidential Office Natalija Sergejeva.
The Presidential Office turned to the Ministry of Foreign Affairs and the state migration service. The Ministry of Foreign Affairs reported that it has no information regarding the request.
The first deputy head of the DMS, Irina Kowalewska, declined to respond to the request, citing an impermissible form of the inquiry.
It should be noted that the Ministry of Internal Affairs of Ukraine has put Mindich and Tsukerman on the wanted list as individuals hiding from investigations since November 20, 2025. Mindich is being sought by NABU for money laundering, founding a criminal organization, and interfering with the activities of a state official. Tsukerman is accused of involvement in a criminal organization and legalizing property obtained through criminal activities.
Currently, President Volodymyr Zelensky has signed a decree imposing sanctions against Mindich and Tsukerman mentioned in the corruption case at 'Energoatom'.
Additionally, lawyers have been intensively examining the possibility of revoking the Ukrainian citizenship of Mindich due to his involvement in corrupt practices at 'Energoatom'. This matter highlights the growing attention of the state to issues of anti-corruption as well as the need for procedural transparency regarding citizenship matters.
