Kyiv Councilor Suffers Spinal Fracture on Icy Pavement, Sparking Accountability Debate.
Councilor's Accident Prompts Outcry
According to Novyny.live: Kyiv City Council member Yevhen Kuzmenko sustained a spinal fracture after slipping on ice-covered streets in the capital. He has since issued sharp criticism of the municipal services responsible for road maintenance, arguing they failed in their duty to properly clear the ice. Kuzmenko pointed to Ukrainian legislation on municipal improvement, which mandates that such services ensure public pathways are kept clean and safe.
Expressing particular frustration, the councilor noted that the managing company dispatched a cleanup crew a mere 15 minutes after he called to report the hazard. This rapid response, he argued, only highlighted the negligence that allowed the dangerous conditions to exist in the first place. He stressed the urgent need for personal accountability among officials, stating:

Broader Issues of Street Maintenance in Kyiv
Kuzmenko also clarified that blame should not be deflected onto higher-ranking officials like the president, mayor, or head of the Kyiv City Military Administration, remarking, “You can't just say the president is at fault, or the mayor, or the head of the KMVA.” His accident has become a focal point in the ongoing public debate over the chronic problem of unclean and hazardous streets in Kyiv, an issue that demands immediate attention. This incident underscores the critical importance of reliable municipal services, especially during winter months when ice poses a severe risk of injury. The responsibility for urban upkeep and pedestrian safety is a perennial topic in Ukrainian cities, gaining further prominence when a public official is directly affected. Resolving Kyiv's street maintenance problems will require a concerted effort from both city authorities and the utility companies tasked with this essential service.
