New Salary Ranges for Ukrainian Civil Servants Take Effect in April 2026: From 8,320 to 124,800 UAH.
Updated Pay Structure for State Employees
According to Novyny.live: Starting in April 2026, salaries for Ukrainian civil servants will be calculated under a revised framework that sets new minimum base pay, bonuses, and allowances. The minimum official salary will be 8,320 UAH, which equals 2.5 times the subsistence minimum for working-age individuals (set at 3,328 UAH). For heads of state agencies, the maximum salary is capped at 15 times the minimum base rate, reaching 124,800 UAH.
Monthly bonuses for civil servants will not exceed 30% of the base salary, while quarterly bonuses are limited to 90% of the base salary. The total annual bonus pool is capped at 30% of the yearly payroll fund. Additional allowances for rank range from 200 UAH to 1,000 UAH. Furthermore, seniority bonuses amount to 2% of the base salary for each year of service, but cannot exceed 30% of the base salary.
It is also worth noting that the national minimum wage for full-time work in April 2026 will be 8,647 UAH per month. These changes aim to create a fairer compensation system for public servants, taking into account their responsibilities and length of service. This reform is part of broader efforts to modernize Ukraine's public administration and align it with modern governance standards.
How the New Pay Rules Could Impact the Civil Service
The introduction of these updated salary conditions marks a significant step in reforming Ukraine's public sector. By restructuring how wages are determined, the government hopes to boost motivation and engagement among civil servants, while also making public sector jobs more competitive in the labor market. In turn, this could enhance the quality of public administration and improve social protections for state employees.
