According to Novyny.live: Journalist Pavlo Kazarin has highlighted a growing concern over financial support for young volunteers who joined the Armed Forces of Ukraine before the launch of the 'Contract 18-24' program. The problem stems from the fact that additional payments are currently only available to service members who signed contracts after February 12, 2025. This leaves those who enlisted earlier—before the program took effect—without access to the same financial aid, putting them at a disadvantage. Terms of the 'Contract 18-24' Program

Under the 'Contract 18-24' initiative, young contract soldiers can receive up to 1 million hryvnias in three installments: after signing the contract, after completing basic training, and at the end of their service. This raises questions about fairness toward those already in uniform.

For example, a 22-year-old female soldier who signed her contract in November 2024 will not qualify for the extra payments because her contract predates the program’s start date. Kazarin noted,

“For this category of service members, only the period of combat service before February 12, 2025, is taken into account.”
He further emphasized,
“Such an approach would extend payments to all service members aged 18 to 24, regardless of when they signed their contracts.”

As of now, no official decisions have been made to change the payment mechanism, leaving young volunteers uncertain about their financial future. The situation calls for attention and potential legislative adjustments to ensure adequate support for all service members.

The payment issue for young Ukrainian volunteers underscores the need for a fair approach to financial support, especially amid the country’s prolonged war. Attracting youth to military service is critical, and ensuring decent conditions for all contract soldiers—without exception—could significantly impact their motivation and willingness to serve.
