According to UATV: The humanitarian organization Doctors Without Borders has stated that attacks on Ukrainian hospitals are part of a deliberate strategy by Russia during the war. According to the organization, Russia has damaged or destroyed over 2,500 medical infrastructure facilities in Ukraine, pointing to systematic violations of international humanitarian law.

It also reports that Russia has destroyed nearly 300 ambulances, making it harder for conflict victims to access medical care. Furthermore, on July 12, Russian forces struck a fire and rescue unit in Bohodukhiv, Kharkiv region, underscoring the ongoing danger faced by medical personnel and first responders.
