Rules for Summoning Citizens for Military Registration

According to Novyny.live: In Ukraine, Territorial Recruitment Centers (also known as TCCs) are only authorized to summon individuals for military service through the official subpoena system. Phone calls from these centers carry no legal weight, meaning citizens who receive a call-up by telephone are not required to report unless they have been handed a properly issued summons. This issue has gained urgency amid the mobilization of reservists during the current special period.

These recruitment centers oversee the military registration of men aged 17 to 60. During mobilization, receiving a physical summons is the only lawful basis for being called in. It is worth noting that even individuals with a deferment may still receive a summons—but only to clarify or resolve the status of that deferment.

The Importance of Proper Documentation

Communication between TCCs and citizens must be clear and legally sound. According to Vladyslav Deriy,

“Without a properly delivered summons signed in person, a father has no obligation to go to the TCC.”
This highlights that only a correctly issued summons creates a legal duty to appear. Yuriy Ayvazyan adds:
“You should only go to the TCC if you have received a summons that has been formally prepared and lawfully delivered or sent.”

Therefore, citizens who receive call-ups by phone can confidently assert that such calls have no legal force. All procedures related to military registration must be conducted exclusively through formal documents, ensuring citizens' legal protection.
