How Draft Notices Are Currently Served
The rules for issuing draft notices are defined by laws on military duty and mobilization, as well as by Cabinet of Ministers resolutions. Under current regulations, a summons is considered delivered only after it is physically received, the recipient refuses to accept it, or the person is not found at their registered address. The government body must also provide proof that the proper procedure for sending the document was followed, which is a critical step in the process.
As a result, the question of electronic summons and the digital transformation of mobilization procedures remains pressing. The need to implement effective mechanisms for this purpose is becoming increasingly clear in light of today's challenges. Successfully introducing digital draft notices could streamline mobilization, reduce administrative barriers, and help the state respond more quickly to defense needs.
