According to UATV: Despite verbal agreements brokered by the United States, a formal energy truce between Ukraine and Russia has not been established. Political analyst Volodymyr Fesenko emphasized that no official ceasefire document has been signed, leaving the risk of these understandings collapsing.

On January 30, 2023, Fesenko stated there were still no signs of such an energy truce. Preliminary agreements had been reached in March 2022 through U.S. mediation. At that time, former U.S. President Donald Trump appealed to Russian President Vladimir Putin to halt strikes on Ukraine's energy grid. However, as Fesenko stresses, there are no direct pacts between Moscow and Kyiv to stop attacks on energy facilities.

Fesenko also noted that any officially declared energy ceasefire had not been in effect for a long period. The analyst added that Trump eventually came to understand that Russia's strikes were effectively creating a humanitarian catastrophe in Ukraine.
