He stressed that fulfilling these two conditions is critical for escaping the current predicament.
The urgency was underscored on January 27, when Ukrenerho, the national energy company, announced emergency power outages, highlighting the strained state of the grid. Riabtsev described the situation as a 'vicious cycle,' noting that Ukraine's energy system is stuck in a repetitive pattern of damage and repair. This crisis is a direct consequence of targeted attacks on civilian infrastructure.
Essential Steps for Improvement
The expert emphasized that the first priority is ensuring Ukraine's Defense Forces have sufficient resources to intercept threats aimed at energy facilities. The second, equally vital condition involves not just repairing damaged infrastructure but also actively adding new power generation units, as each repair often leaves the system with less total capacity than before.
'To break out of this vicious cycle, two conditions must be met. First, Ukraine's Defense Forces must have enough strength and means to shoot down what is flying toward energy objects. And the second condition is not only to repair and restore, because after every repair, after every restoration, the installed capacity is less.
