According to ТСН: The European Union has decided to finance Ukraine with 90 billion euros, which will be available from the beginning of 2026.

Statement by the German Chancellor

German Chancellor Friedrich Merz expressed hope that these funds would be provided no later than the second half of January. Responding to a question about the timing of lending to Kyiv, he stated:

“I assume that the money will be available no later than the second half of January.”

Utilization of frozen assets

According to Merz, frozen Russian assets in Europe may be used to repay the loan to Ukraine if Russia does not resolve the issue of compensation after the war. He emphasized:

“Frozen Russian assets will remain blocked until Russia pays reparations to Ukraine. Ukraine will only have to repay the loan after Russia pays reparations. We clearly state: if the Russian Federation does not pay reparations, we will, in full compliance with international law, use the frozen Russian assets to repay the loan.”

Negotiations on reparations

The President of the European Council, António Costa, reported that negotiations regarding frozen Russian assets will continue. He noted:

“We have given the Commission a mandate to continue working on the reparations loan based on the frozen Russian assets.”

Implementation of the decision

The European Union has made a decision to allocate €90 billion to support Ukraine in 2026-2027, and the implementation of this plan will now begin. This funding will be provided in the form of an interest-free loan to meet Ukraine's military and budgetary needs for the next two years.

Kremlin's reaction

The Kremlin has already reacted to the decision of European leaders. One of the key representatives of the Russian government, Kirill Dmitriev, described European politicians as "warmongers," noting that the "voices of reason" in the European Union are Hungary and Slovakia, who support Moscow.

Therefore, the European Union's decision to finance Ukraine demonstrates growing support from European countries in the context of the current situation. At the same time, such financing depends on Russia's actions regarding the payment of reparations, which may become a key moment in the further development of events in the region.
