Europe Outpaces the US in Military Support for Ukraine: New Data for 2025.
According to the Kiel Institute for the World Economy, in May and June 2025, US support for Ukraine significantly decreased, but EU countries and their allies continued to support the country at a high level. Europe emerged at the forefront of providing assistance to Kyiv.
EU countries and their partners continued to actively supply military equipment, allowing for rapid replenishment of arsenals. The US, on the other hand, preferred arms sales that Ukraine has to finance independently.
Overall, out of 10.5 billion euros in military aid that came to Ukraine in May and June, about 4.6 billion was allocated for purchases from defense companies. This reflects a certain merging of defense and industry.
The ERA mechanism, financed by frozen Russian assets, has become a key tool in stabilizing Ukraine's finances during the war. European countries, Canada, and Japan provided significant financial assistance through this mechanism.
In May and June 2025, EU countries and their allies positioned themselves at the forefront of providing military assistance to Ukraine compared to support from the US. Additionally, part of the military aid was directed towards acquiring equipment from defense companies, indicating cooperation between the defense and industrial sectors. The ERA mechanism proved crucial for stabilizing Ukraine's finances during the war, receiving substantial financial support from European countries, Canada, and Japan.
