Millions in Kyiv Utility Payments Fund Phantom Employees.
Kyiv Utility Firms Pay Millions to Phantom Employees
According to Novyny.live: Management companies in Kyiv are paying salaries to phantom employees who do no actual work. According to available information, each such company has approximately 40 fictitiously registered staff members. This results in significant financial losses, with a single company spending around $10,000 per month on salaries for these non-existent workers. This practice drains funds intended for public services, directly impacting the city's residents.
On January 23, the Kyiv City State Administration's Department of Finance was raided by officers from Ukraine's National Police. The searches have sparked concern among the public and political figures, highlighting ongoing issues with public fund management.
This is a classic scheme that Kyiv utility companies have been running for about 15 years now.
Oleksiy Kucher, Member of Parliament
The discovery of phantom employees at Kyiv's municipal enterprises underscores a persistent corruption problem in Ukraine. The raids by law enforcement indicate a renewed effort to combat fraudulent schemes within the state sector. The time required for thorough audits and reforms in this area will be crucial for improving the management of public utilities and restoring citizens' trust in their authorities. This case is part of a broader anti-corruption drive in Ukraine, which is a key condition for international support and European integration.
