Ursula von der Leyen outlined 5 key conditions for peace for Ukraine: what is included in the plan.
According to ТСН: President of the European Commission Ursula von der Leyen presented a list of priorities that the European Union considers essential for creating a future peace agreement that will end the war in Ukraine.
1. Guarantees of a fair and lasting peace
At the top of the list, von der Leyen emphasized the importance of providing Ukraine with real security guarantees. She stated that Ukraine, as a sovereign state, should not have any restrictions in forming its Armed Forces.
“Ukraine cannot remain vulnerable to future attacks,” she stressed. “This is not only about deterrence but about the security of all of Europe.”
The EU believes that a peace agreement must provide Ukraine with long-term mechanisms for protection against new aggressions.
2. Protection of sovereignty and borders
The second priority von der Leyen mentioned is the protection of Ukraine's borders and the right for Ukraine to independently determine its course.
“We must be clear: there can be no unilateral redrawing of the borders of a sovereign European state,” she declared.
She also reminded that Ukraine has already chosen the European path, and integration into the single market and defense-industrial structure is only the beginning of this process.
3. Ensuring financial support for Ukraine
The third important aspect concerns the financing needed by Ukraine for defense and state management. The EU has committed to meet Ukraine's needs for 2026-2027 and is working on legal solutions to use frozen Russian assets.
“I don’t see any scenario where European taxpayers should pay for everything themselves. That is unacceptable,” emphasized the head of the EC.
4. The principle of 'nothing about Ukraine without Ukraine'
The European Union emphasizes that the implementation of any future peace agreement is impossible without the participation of Ukraine itself, the EU, and NATO—in all aspects, including security issues, post-war recovery, and access to EU membership.
“Nothing about Ukraine without Ukraine. Nothing about Europe without Europe. Nothing about NATO without NATO,” said von der Leyen.
5. Returning Ukrainian children kidnapped by Russia
The last priority concerns the issue of mass abduction of Ukrainian children by Russia. Von der Leyen underscored that Europe does not forget about this issue.
“This concerns tens of thousands of boys and girls with unknown fates. We will not forget them,” she said.
Thus, the presented list of priorities underscores that the European Union places security and support for Ukraine at the center of its plans for the future. Each of these points is significant for ensuring not only stability in the region but also for a fair resolution of the ongoing conflict. The implementation of these initiatives will be a decisive step towards true peace in Ukraine and Europe as a whole.
