According to UATV: Former U.S. National Security Adviser John Bolton has stated that any security guarantees for Ukraine will only become effective once Russian forces are withdrawn from Ukrainian territory. In an interview with Espreso TV, Bolton emphasized that the continued presence of these troops makes it impossible to provide meaningful security assurances. He argued that without a full withdrawal, any such guarantees would remain purely declaratory and could not be considered reliable.

Bolton further identified the removal of Russian troops as the fundamental prerequisite for securing Ukraine's future. He noted that the reliability of security guarantees, whether from the United States, European nations, or even NATO,

Mykhailo Podolyak, an adviser to the Head of the Ukrainian President's Office, has previously stressed the critical importance of U.S. security guarantees, stating that a peace agreement would be impossible without them.
