'eOselya' Program Falls Short of Expectations

According to Novyny.live: Danylo Hetmantsev, head of the Verkhovna Rada's finance committee, acknowledged on March 31 that the 'eOselya' housing initiative is underperforming and requires scaling up along with increased funding. He stressed that significant changes are needed to better serve the needs of Ukrainians.

According to available data, over half a million applications have been submitted to the 'eOselya' program, yet only 25,000 were fulfilled—highlighting a stark gap between demand and what the program can deliver. Hetmantsev noted that the program's budget stands at roughly 18 billion hryvnias, but this amount is clearly insufficient.

'The funding for this program is inadequate. Even though there is about 18 billion, it is obviously not enough to meet everyone's needs.' Danylo Hetmantsev

Program Requirements Need to Be Eased

Hetmantsev also pointed out that the program's eligibility criteria must become less restrictive. He believes 'eOselya' should be accessible to a broader population, including:

  • military personnel
  • teachers
  • medical workers
  • internally displaced persons (IDPs)
  • large families
  • social sector employees

Such changes would enable more Ukrainians to benefit from the program and secure the housing they need.

Hetmantsev's remarks shine a spotlight on the critical issue of housing accessibility for various groups in Ukraine, especially amid the ongoing war and economic instability. Improving the 'eOselya' program could be a major step toward meeting the population's housing needs, which in turn would support social stability and the country's post-conflict recovery.
