Deputy Head of Rivne TCC detained for a bribe of 12 thousand dollars: scheme details

According to ТСН: The deputy head of the Rivne Regional Territorial Recruitment Center and Social Support was detained for participating in a corruption scheme. A man of conscription age demanded payment of part of the cost of a Toyota Highlander in order to be removed from the search in the 'Oberih' system.

Investigators indicate that as early as December 2025, the official began the scheme to obtain illegal benefits from a draft evader.

'For removing the man from the search in the 'Oberih' register and ensuring his non-conscription during the general mobilization, a subordinate intermediary was required to pay part of the cost of a 2013 Toyota Highlander. The amount of the illegal benefit was 12 thousand US dollars,' the statement says.

Part of the money was personally contributed by the official. Although the car was registered to a dummy person, it was actually used by the suspect.

After the transfer of the vehicle, the draft evader was removed from the search. All episodes of the illegal activity have been documented by law enforcement agencies.

The official has been charged under part 3 of Article 368 of the Criminal Code of Ukraine.

At the request of the prosecutor's office, the court decided to choose a preventive measure in the form of detention with the possibility of posting bail of over 2 million hryvnias.

Previously, the press officer of the Volyn Regional TCC and SP, Ulyana Kravchuk, noted that TCC employees are offered bribes, but mostly they do not accept them.

This case highlights serious corruption problems in the military recruitment system, where there is often abuse of official positions. Law enforcement agencies continue to work to expose similar cases to ensure transparency and fairness in processes related to mobilization and support of military units.
